"Modern election campaigns involve research, preparation and long term planning that have created the sense of a ‘permanent campaign’. As part of this shift to constant and centralised campaigning, in office, governments are increasingly drawing on incumbency advantages to boost their re-election prospects. This includes increasing benefits such as postal, printing and communication allowances, electoral databases, media advisers, government communications units, and MPs’ office equipment and staff.
